When attempting to address an e-mail, a user clicks the Address button but only the personal
address book, dircat's, and LDAP directories are available. The Public Directory is not listed. How
can this be fixed?
I would look at their location document. It sounds like they are looking to local NABs, and they might have a replica of the Dircat. If they are server based, the main NAB should always be there.
