Hello. I am using Domino 6.03. Just after Domino installation, I tried to create a user Notes Address Book (user.nsf) by using "Domino Directory" as a template, but I got an error message saying "User doesn't have permission to create 'user.nsf'".

I was using "Admin" user to create the NAB. This is the only Administrator ID I created at the time of installation. I checked the log and found that system created user.nsf and deleted it automatically. I am not sure why I am getting this ACL issue for "Admin" user. Are there any permission settings required?

I would check Admin's permissions on the server/security page. Specifically, it needs to have the permission to create new databases.
