Check the local clock against the server's clock

I have one form that sales executive fill in with monthly forecast data for products. The criteria required includes an area where they should be allowed to enter current month data and all months data. I can apply H/W on fields if the database is on the server because the server data time is correct, but only the administrator can change it. However, what if they're working on local replica of the database? They can easily change the local data or time or play with the application.
Yes, that is the way it works. However, one could add a Java agent that could check the local clock against the server's clock and adjust the posting time accordingly.
