Create a person doc in PAB from .csv file

I am new to Notes/Domino development. I have a small application in which I have to create a person document in the public address book from data in a .csv file. How is this done? Please help me.
You need to open the file and read it into variables, then use those variables to populate a document in the database. A good example of reading files is in the 6.5.1 Developer Help File.
