How can I allow replication at the server level (between multiple servers) yet at the same time disallow users from replicating the database to their local clients?
This really depends on what level of access your people need. I am assuming they need at least reader, which makes this difficult. I haven't had to do this before, but I would try a few things. Perhaps make a role for replication, and only give it to the servers. Then in your replication formula on Replication Settings, set the formula to only replicate if that role is available. It's worth a shot. Since you are a developer, you will probably have more ideas on how to make this work once you get into it.
