Getting 'not authorized' error message on a local copy of a DB, although I am

I am getting a "You are not authorized to access that database" error message when trying to open a database that I've copied locally. I have full access while connected (online), just not locally (offline). I'm a road warrior and not always connected. Any ideas?
This sounds like a problem with the "enforce consistent ACL" option of the database. This is the only option I am aware of that prevents full access for local copies (other than encrypting the database). Talk to your system admin/developer about how the security of the database is set up.
