Giving a Win2k server access to Notes database

How can I create an ID in an R5 server to allow a Windows 2000 server to have access to certain Notes files?
A Windows program should not have direct access to Domino files. This will cause data corruption. All data access should go via the Domino server software. You can write a Windows program that uses the Domino APIs to access data. You can do this with C or Java.
