How can I have workload balancing and high database availability with Web server clusters?

I need to set up a cluster that as to be accessed through the Web. Although a Notes client can access any server in a cluster, a Web client can only access the server that has the Web server running, according to everything that I've read, and that defeats the purpose of having a cluster.

Must I have several Web servers up? Is that even possible? How can I have workload balancing and high availability of databases on a cluster accessed only through Web clients?
I think you want to use Internet Cluster Manager. It is essentially like a Domino cluster for Notes clients, but it serves Web users. See Domino Admin Help / Index / Internet Cluster Manager.
