How can users with Editor access use the Out of Office agent?

I've noticed that the Out of Office agent can only be enabled if I have Designer access or above. My question is: How can I give all users that have Editor access the ability to enable this function? When they try, it says, "Contact the manager or designer of the database to enable this for you."

They should be able to enable this without having to phone someone. Please help.
I am assuming that you are not running ND6. Unfortunately, prior to Notes/Domino Release 6, this is a problem. We have our users set up with manager access so that they can trigger/schedule the agent. The ND6 mail template generates an AdminP "Set user name and enable schedule agent" request that is immediately processed on the users mail server to enable the agent.
