How can we anti-relay external hosts while allowing some to relay?

We are performing an anti-relay on external hosts but need to allow specific hosts to relay. We tried changing the field for "Allow messages to be sent only to the following external Internet Domains" to include the IP addresses of the servers. This does not work. We also tried setting "Exclude these connecting hosts from anti-relay checks" to the IP addresses, but this failed also.

How can we keep anti-relay in place and just allow specific servers (three) to relay in/out of the system?
There are numerous fields that you must fill out. You must have inbound controls set to allow your set people to relay. You will need outbound controls as well for these people. You will need the notes.ini parameter AllSMTPHostsExternal=1. Have you thought about having these people authenticate to the server and then excluding authenticated people from relay checks?
