How do I tell Notes to categorize 'categories of the activity' only when categories exist?

I have a view with multiple categories, such as:
  1. CAT1
  2. CAT2
  3. CAT3
  4. CAT4
In order to open the document, I need to select "CAT4." I would like to have the column show "CAT4" only if "CAT3" is truly a categorized topic.

For a detailed example:
PROCESS
OWNER
ACTIVITY
CATEGORIES of the ACTIVITY

Here is where my problem lies. How do I tell Notes to categorize "Categories of the ACTIVITY" only when categories exist?
There is a checkbox on the view styles panel of the view infobox that allows you to specify "don't show empty categories." This property should accomplish what you are looking for.
