ICM as a failover mechanism

I am having a problem with two R5.0.6A servers. I am using TCPIP port number 8080 and ICM is listening on port 80. When a user connects with a browser, the servers are switching from one to another even though the availability index is 100 and the server availability threshold is five. In addition, when the server is down, then Notes clustering is working but Domino HTTP is not.
It sounds like ICM is working properly to me. Network blips and short-term usage spikes will cause you to bounce around ICM servers. ICM is not a failover mechanism. It is purely a load balancer. That is why people don?t failover as they would with Domino clustering.
