Moving data without notes.ini

I have an R5 Domino server that is totally messed up. We are not able to do anything on it, such as create new users, etc. Also, the NT server it is running on is also messed up.

I have a new server built with all the patches, NT 4.0. I want to move all my data or user mailboxes and other database like names.nsf onto this server. But I don't want to copy the notes.ini because I want to start from scratch. Please let me know what I need to do.
You really should bring the notes.ini, but if you don't want to, then you will need to setup this server as a new server (new name), and go through the setup process. When that is done, you can copy over all of your data from the old server. You will then have to modify the notes.ini to reflect the correct server name.
