New user can't read encryption in Notes

There are 20 users in our auditing department. They communicate via Lotus Notes v. 5.08 using encrypted Notes options. Now we have a new hire who is just starting and cannot read his co-workers encrypted notes. How would you solve this issue?
It sounds like there is a mismatch between the public key listed in the Directory for this person and the public key stored in his ID. I would copy his public key from his ID (it?s a button on ID properties) and paste it into his person record.
