I just read the Notes 4.6 documentation and it states that this feature is supported in that version. I am not certain about 4.5. BUT, your question is very easy to answer with a simple test. Just enable password checking on the server, then enable it for only one user. Log on using that person's ID, make a copy of the ID and change the password on just that copy, then see if the new ID can log on.
