Pushing information from the server to each client

I heard that it was possible to push information from the server to all the Notes clients. Would it be possible to push a folder on each client, which would contain the policy and procedure of the company? Of course, the easiest way would be to create a quick database on the server and tell people to go pick it up. On the other hand, lots of people don't understand how to do so (even with proper explanation).
In R6, you can do this with policies. In R5, the easiest thing to do is to change the About document of their mail files and make sure that the DB properties tell the DB to launch the About Document if it is new or modified.
