First some background. RRV stands for Record Relocation Vector. It is a
pointer that tells Notes where to find a specific NoteID. When this
corrupts, you don't have many options that I know. You can try all of the
usual fixes, but they don't usually work, as you have found out. Sometimes
you can get lucky with a design refresh or replace. It looks like you
didn't. The only other task I could suggest would be a compact. Other than
that, maybe try the mail file convert task. You can try that with the
server both running, or with it down and from a DOS prompt. Otherwise, you
will have to go to a backup tape.
