Routing scheme for three mail servers in a cluster

There are three mail servers in a cluster (1,2,3) 4 is the hub. The problem is that user A has mail on 2 and 3. If 1 and 3 go down, mail from 4 will not fail over it keeps trying to route to 3. How come it doesn't try to route to 2 which is where the fail over mail is located. What is the routing scheme for three mail servers in a cluster and the mail is coming from a hub not in the cluster.
Check the hub server to make sure its cluster is aware of the three servers (cluster.ncf) file. Also, what version is this on? In 4.x, you needed the notes.ini parameter MailClusterFailover=1 on all servers. If these are fine, mail routing should work.
