Set background color with CSS

I'm using outlines to define the links to pages & views from a Web-enabled DB. Functionally it works fine. I'm starting to incorporate CSS to control the look of my web site and the outline shows up with a white background instead of the color I've picked for everything else. Is there a way to have it pick up its color from a CSS?
All you need to do is add your CSS reference to the header of the associated form and it will reflect your changes. We use background images, etc. under outlines on a regular basis.
