Set background color with CSS

I'm using outlines to define the links to pages & views from a Web-enabled DB. Functionally it works fine. I'm starting to incorporate CSS to control the look of my web site and the outline shows up with a white background instead of the color I've picked for everything else. Is there a way to have it pick up its color from a CSS?
