For most desktop applications setting up an ODBC driver is fairly straight forward and fool-proof. However, when it comes to getting LEI and ODBC drivers talking you must be careful to properly configure the driver during setup. Make sure the ODBC driver is defined as a System DSN and not a User DSN. Test the new configuration from an SQL tool and then test it using the nlctest.exe program in your LEI programs directory. This should resolve the problem and allow your LEI Activities to talk with the DB400 database.
