Tried to stop relaying; overseas users having problems

I've tried to stop relaying, and I've set these values:
Allow messages from external internet domains to be sent only to the following internet domains: <blank>

Deny messages from external Internet domains to be sent to the following internet domains: *

Allow messages only from the following external Internet hosts to be sent to external internet domains: <blank>

Deny messages from the following external Internet hosts to be sent to external internet domains: *

As a result, my users from overseas using Microsoft Outlook Express could not send e-mail and receive message "Rejected for policy reason." What should I do?
You have a classic case of the double negative. Remove the "*" from the "Deny messages from external internet domains to be sent to the following Internet domains" and leave the "*" in the field "Deny messages from the following external internet hosts to be sent to external Internet domains".
