With the introduction of IBM Lotus Notes 6.5, Instant Messaging is an integral component of the Domino System. There are no additional licenses required to install a Sametime (Lotus Instant Messaging - LIM) Server, or to have the Notes 6.5 + clients access the Instant Messaging features.
The limitation, however, begins here. The LIM features available from the Notes client do not extend to online meetings, which includes features such as screen sharing and white-boarding. In addition, one feature not present in the Notes-integrated Instant Messaging is the "Broadcast" function available from the Sametime Connect client (although Notes does have it's own broadcast feature available, so I personally don't think this is an oversight on IBM's behalf). So the short answer to your question is: No, you do not need to purchase any additional Sametime licenses for the features you have mentioned.
The Sametime server may be installed onto an existing Domino Server, or on it's own dedicated box, with no additional server licenses required.

Lotus wants you to use the Notes client for IM though. If you use the Win32 connect client, they want you to purchase a license -- which seems a little cheap. They should make it easy to turn off the meeting portion of the Sametime server to allow better compliance as well as better user logging.

Technically you are correct, the Sametime (Lotus Instant Messaging - LIM) server does use Domino at it's "Core" to supply features like authentication and HTTP (Web) access.
My understanding of the LIM licensing available to eligible customers is as follows:
- A dedicated LIM Server or Client license is not required to provide that subset of Instant Messaging functions available through the Notes client (or DWA).
- Any eligible customer may install a LIM server within their environment, either on a new machine, or as part of an existing Domino installation.
And now the tricky bit...
- If the LIM server is installed on a new machine, the new server is obviously part of the Domino Domain, but cannot be used as an additional Mail or Application server. That is, the new server must be dedicated to providing LIM functionality.
