There are numerous problems that can cause this. If the person has a Palm Pilot or other handheld that uses a sync tool, the sync tool can sometimes cause problems with repeaters. If the person is on a different mail template than the person who setup the meeting, that can cause it. If the person has the chairperson in their personal address book (or the other way around), that will cause calendaring issues. That's a few starting points for you.
