Is it necessary to update the latest patches for Domino (like what Microsoft is having - Microsoft Critical Update that must be updated whenever there's latest critical update)? Will there be any problems if the latest patches are not downloaded?

It is always a good idea to keep your software up to date. Lotus/IBM does find flaws in Domino/Notes, and fixes those flaws with new releases of the software. My personal practice is to:
  1. Read the release notes for each point release and install it if it fixes some big problems.

  2. Every so often bring your software up to date regardless, so you don't fall too far behind.
