Is there a Lotus Domino template that allows a document check-in/check-out function? We want to have the ability to lock out a requirements document when someone is working on it.

This is a built-in function of Lotus Notes, which you can activate by checking "Allow document locking" in the first tab of the database properties. The Domino Designer help file contains information about how to control this feature if its default mode of operation is not to your liking.

I don't know a publicly available template that supports checkout -- though you might try openntf.org.
