This is easily accomplished in the configuration document. On the Router/SMTP -> Restrictions and Controls -> Restrictions tab, the "Maximum message size" field controls maximum inbound attachments.

I would also suggest enabling the "Size extension" field in the configuration document under Router/SMTP -> Advanced -> Commands and Extensions. You can also use your anti-spam/anti-virus service, or your as/av appliance (whichever is applicable) to set this limit.
