There is no better tool than Domino to do this. With Domino you can make a Web site 100% dynamic, where the CM can change images, presentation, content and so on. If designed properly, you can give them all the freedom they need, yet retain the consistency and look and feel of your Web site. You should see it as a combination of writing dynamic HTML and merging this with dynamic content.
Your question about forms though, I have to answer "no." But to ask a counter question, "Why is this necessary?" If this is for a public Web site, I can't assume you want to give the content manager so much freedom. Perhaps he needs to have the option to be able to choose a different layout for each page. This is something you can make part of your design. You can agree on a set of content templates, and the CM can choose from them. This way, you can also assure all is displayed in a proper fashion on the Web site, as well. If you give your users freedom to change layouts and you can wait for it, there is going to be a problem on the Web site with content not showing properly or not fitting in the frame if you use one, etc.
I have made several content management solutions and always got the same identical question. But in the end, if you explain to them the implications and find out what they really want, you will find that it is a matter of freedom in changing content layouts. Anything else you can make as dynamic as you want: navigation, images, banners, framesets, JavaScript etc.
