Read about "Broadcast message" in the Domino Administrator help. The most users you can send to is all who have "active sessions" on a particular server, so I don't believe you're going to be able to manage to send to all the users of the Lotus network unless there is a single server that they all use all the time. If you need to reach everyone, the best solution is e-mail.
