How do I make a shared address book appear as a searchable address book on the list when I open up a new e-mail and go to address in the To field? Currently, I only see my personal address book and the Domino address book - can I create another one that appears on this list?

I'm assuming you mean an address book on the server. The NAMES parameter in the server's notes.ini file lists the filepaths of address books used on that server, separated by commas. There may also be a way to set this value through the Domino Administrator tool, but this is not my area of expertise.

(The NAMES parameter is also used in the notes.ini of the Notes client to locate its local address books).

If you search for "Domino Directory" in the Domino Administrator help, you'll find a great many documents about setting up and configuring your directories. This document in particular may be helpful: Planning directory services in a multiple-directory environment.
