Here is a way to administrate the ACL list for several database in Notes 4.X.

Open Server Administration.
Press the Ctl and Shift keys and click on Database tools.
In the Tool Menu you will see three extra tools.
*Access Control Lists
*ACL User Types
*Purge Interval
The only one that works is the *Access Control Lists. The others say "Under
Construction"

Choose that tool and from there you can modify serval database ACLs at once.
Choose the databases by Ctrl. Click or Shift Click.

You can create, Modify, and Delete the ACL for any database(s)
