To create a portal, simply create a frameset with the dimensions you need (each frame contains a link to the individual web sites). In each frame of the frameset, view the properties for the frame (not the frameset), choose URL as the type, and type in the url to the page that contains the information you want. i.e. http://www.cnn.com/QUICKNEWS/ticker/ticker.html.
For a truly customized look, you can place framesets within another frameset. For example, you can have a default frameset that contains the banner and navigation page. The buttons on the navigation page can then open the designated frameset within a designated frame of the parent frameset.
