If you're experiencing problems with readers being unable to launch attachments, you might want to check the form security.
A document created with security limitations on the form will not allow readers to launch applications, although they can read the document. They will need to be added to the Authors field in the document.
If editing is disallowed at this stage, they will still be unable to do more than read and launch.
