Access control problems after R4 to R5 upgrade

I recently upgraded from R4 to R5 and I'm having access control problems. I used to be able to access all databases from the server, but I can't run a client on my server anymore, and the server won't let me connect from another client either. I've looked all over Notes.net, but haven't found anything so far. Maybe you can help me?
One problem that comes up sometimes when running the client software on the server is with the multiple ID files. You need the server to start with its ID, and the client to start with its (different) ID. Look in the NOTES.INI file at the parameters named ServerKeyFilename and KeyFilename. You want both of these parameters to exist, and to point at two different ID files. Once you get the client running on the server box, open the databases as local files (d:notesdatafilename.nsf, etc.) not via the server. Then see if you can look at the ACLs to see what might be wrong.
