Can I create a custom dictionary?

Is there a way to create a custom dictionary?

My company is in the United States. We were recently purchased by a company in Finland. We've now got them excited about Lotus Notes, and they're going to start using it.

I would like to be able to create a list of the Finnish employee names and make a custom dictionary from that list. Then I could publish the dictionary so everyone in both companies will have those names accepted by spell check. (I've discovered that they tend not to use spell check and we're trying to convince them that it's a good idea. Making it accept their names would be a good start.)
There is no way to make a separate custom dictionary, but you could add these names to the user.dic dictionary. However, if the user has already customized their own dictionary, they would lose any of their own customizations if you replaced their user.dic with yours. However, if they tend not to spell check, this may not be an issue and may be the right workaround.
