Can I remotely restart a Notes server without using remote control software?

We monitor and administer 15 Lotus Notes server for clients in the US from India. All servers run on Windows 2000. The problem for me is that one of the Notes servers is hung. How do I restart it?

There is no terminal service running on Win2k and the Notes servers are not running as services on Windows. The client won't allow me to use a remote control software like pcAnywhere. Is there any tool or method by which I can restart the server without using remote control software?
If it is hung, then no. First, you should be running Domino as a service. It is cleaner and faster. Second, with the server being hung, it is going to most likely require a reboot, so you could always try that.
