Can a user open but not delete an attachment using the Notes Attachment Actions?

Is there a way to allow a user to open but not delete an attachment via the Notes Attachment Actions? Specifically, I have a form with a Rich Text Lite field for incorporating attachments in a document. The document is not editable after it is saved (Querymodechange Event), but the user can still delete the attachments via the Attachment Actions. In fact, if the user double-clicks the attachment and then clicks the Delete button, the document is put into edit mode, despite the Querymodechange script.
Querymodechange event code to prevent editing is not a security measure. The attachments menu is only one way around this kind of "access control" -- others include user-written agents, smarticons with formulas that set fields and use of the LotusScript debugger to abort the execution of the Querymodechange code.

If you want to allow read-only access to documents, the only sure way to do that is by giving the users no higher than Author access to the database, and using Authors fields to say who can edit the document.
