Can private folders be programmatically converted to Shared folders?

One of my users has created more than 300 private folders in his mail file. There are problems arising due to the private folders. Is there a programmatical solution to convert them to Shared folders?
It is possible to get a handle to a folder's design note with LotusScript or the C API and check the $Flags item for a value that will define whether the folder is private or shared. However, it is not predictable what will happen if you try changing that value.

I've tried it in the past with varying results, but my testing generally showed that it will not work. In some cases the views appeared the same, but in some cases, the views disappeared altogether.
