Changing registry setting for URL handler vulnerability

In your article on the URL handler error/vulnerability, you stated that this can be prevented with the change in a registry setting. Can you tell me what that registry setting is?
Good question. I searched my registry and could not find it. However, this is most likely because I do not use this option. Can someone else help this user? If you have configured your browser (say on Windows XP) to launch Notes when it sees the notes:// URL, where is this setting made?
