Check access to a directory

I have taken over some servers who have created a directory called 'hold.' Some colleagues believe this was used purely for Admin and that normal users had no access to it. How can I check if this is the case and can I restrict access to a directory?
Look at the properties of the directory on the operating system and see who can control it. Look at the ACLs of the databases in there as well. You can also see if it is a folder link via your Administration Client; that can also restrict access.
