Create a form or design elements in background

I was wondering if I could create a form and other design elements in the background either using LotusScript or any API. I am aware that LotusScript does not have any method or property that will help me. I have designed a form that can have dynamic expand collapse for a view or a menu. Now I do not want to repeat the process for all the projects. Thus I need the capability to create a form and a table in the background.
I have not tried to use the API to do this, but suspect that it would be possible. If this is a Web based form, you could write an agent that dynamically generates the HTML for the form based on "Form Definition" records in a database, which makes this approach flexible and extensible. I have used this approach on numerous occasions. In the client, I think the API is your only solution.
