Create application to track completed requests from form

What would be the best way to program an application that consists of a user submitting a request through a form and then having someone else reading the request and noting that either there is info missing or that the request has been completed. Would all this be using one form?
Sure, it could all be one form. You could simply have an approval cycle that is defined by a list of names. You could allow only certain users to set a status of "complete" or something like that. You could have buttons to send mail back to the originator so they could complete the document or update it. You could have access controlled sections to do the same thing. There are so many ways to do this, you really need to define some more things before I could tell you a best method. I would suggest searching in the Help database for R5 notes for a document with the title "Planning Workflow." It tells a lot about different considerations to take when planning out a workflow application. Hope this helps!
