Getting error that says TCP/IP protocol stack out of memory

I am currently using Lotus Notes 6.5.1 on Windows 2000 Server. I am getting the following error:
The TCP/IP protocol stack reported that it ran out of memory. Consult your network documentation to increase configured memory, or reduce Notes connections by limiting clients (see SERVER_MAXSESSIONS parameter in Notes Admin Guide). - Automatically reducing TCPIP port maximum sessions to 166.
Currently, six sessions are in the process of being recycled. I restart the server to get out of the problem, but I don't want to keep doing this. Can you help?
You didn't state the amount of RAM available for the server or the partition, but it sounds as if it is too low for the load you are putting on it. Another issue might be a bad driver for your network card. If you do some troubleshooting and find that you have ample RAM available when this message appears, I would look at the network card. Either find an updated driver or try a different card to see if the problem disappears.
