Implementing a standardized workspace

Is it possible to automatically implement a 'standardized' workspace so that all users see the same workspace with the same tab labels, color, databases and other criteria (other then their mail and names.nsf)? If this can't be done using the workspace, can it be accomplished with bookmarks.nsf?
Using Policies will accomplish this for you at the initial installation. In R5, you can get standard databases via Setup Profiles. But D6 Policies are far more robust and effective. There are seminars and workshops devoted to Policies. I suggest that you start with the Admin Help database.
