Implementing mail file quotas

We want to use quotas for all our mail files because they've grown over the years. I read that there is no chance in R4.66 to e.g. restrict mail sending if a user's mailfile is over the quota. Is the only function in R4.66 to warn the user that his file is getting too large, or is there some workaround to restrict the mailsending and to allow the receiving of new mails?

There are ways that you can programmatically insert code into the users mail file that can limit the user from doing this, but the most efficient way to do this is by using the quota features in R5.
