Keeping quotas consistent during database replication

I am a running Domino 6.5.4 cluster along with some other 6.5.4 servers that replicate databases back and forth. I cannot get my quotas to remain consistent across the replicas. How can I accomplish this?
Are you saying that the database maximum quotas are changing on their own, to new values after you set them? Or are you saying that the database sizes are different on different servers? If the former, then I am stumped; I have not seen this. If the latter, then there is nothing you can do about it. Different copies of the same database will have different sizes, for various reasons. Domino does compact/reclamation/reuse in its own internal way, that you cannot completely control.
