Launch Notes client from button w/Notes db open on client

My company has an Intranet, which employees use via IE 5.x. In addition, all of our employees have the R5 client for mail and applications. Each employee is on Windows 2000. Is there a way to click on a link or button in IE 5.x and have the Notes client launch,(if not already launched), AND have a particular Notes database open on the Notes client? We don't want to have to Web-enable dozens of apps just to make them accessible from the Intranet.
One way to accomplish this would be to use a combination of a java applet in your Web app that would call a c++ or VB program (using the notes API) that in turn would start Notes and open the database. There are several drawbacks to this. 1, you would need to permit your browser to execute local programs, which is a major security risk when accessing pages out on the Internet and the cost of creating the API-based program to start the Notes and open the database.
