Losing ACLs from user mail files during AS/400 to Win2k server migration

I'm in the process of moving my users' mail files from an AS/400 server to a Windows 2000 server, using the move utility in the Notes administrator. It seems that at least one of every 10 I move "loses" its ACL. I have to go and make a local copy of the mail file, edit the ACL, and then copy it back to the new server. Am I doing something wrong?
I have not seen this, but you might try the database move tool that I wrote (DB Mover 2.3). It is much more robust than the built-in tool. Go to www.chc-3.com/downloads.htm.
