If you want to hide/show some buttons, you can have hidewhen formulas for those buttons/actions that are based on field values. Change those values in the back end, refresh the UI and the actions will change their appearance.
A lot can be done through script. The Midas rich text products developed by Ben Langhinrichs at Genii Software provide some truly great ways of manipulating rich text.
