You didn't say what version of Notes software you are using. There's a known issue with resource reservations, where time does not always show up as booked when people make a reservation from their address book. The issue may have to do with the busy time information on the server not being updated correctly. I haven't seen this myself, but I'm told it generally helps to shut down the server, delete the busytime.nsf file on the server (or rename it if you don't want to risk deleting). When you restart the server, it will create a new busytime.nsf with correct data in it.
