I think furthering your education can help, but you may be over doing it. If you are looking at staying with your current employer, talk with a VP, or HR Executive to see what credentials are necessary for the move you want to make. My guess is that a graduate certificate relating to systems design/management will probably get you where you want to go. If you can't talk to someone at your firm, send your resume to a local competitor with a cover letter stating your desired position and see if you get an interview. In answer to your second question, yes the blend of management/organization and technology skills are becoming more important each day. Maximizing and integrating systems and people will be necessary for any organization. You may want to pick up the Harvard Business Review, they cover this topic occasionally.
